This report examines the extent to which enrolments of overseas students at Australia's universities are being driven by opportunities for permanent residence on completion of their Australian courses.
It also examines the changes to the rules governing access to permanent residence for former overseas students by the Australian Government over the years 2001 to 2005.
Finally it asseses the implications of these rule changes for the chances of overseas students gaining permanent residence and what this might mean for overseas student enrolment trends at Australian Universities.
