Post-Tsunami Resettlement Project
Arc Linkage Project Rebuilding sustainable communities: assessing post-tsunami resettlement projects in Indonesia, Sri Lanka and India
Led by Judith Shaw of the MAI, Martin Mulligan and Dave Mercer of RMIT University and Matthew Clarke of Deakin University and supported by industry partners AusAID and the Foundation for Development Cooperation, this comparative study investigates housing resettlement projects in three countries affected by the 2004 tsunami.
While methods for responding quickly to natural disasters and getting immediate assistance to affected communities are well known, less is known about the design and management of longer-term reconstruction. Through a comparative analysis of resettlement projects with diverse design features and operating in diverse environments, the study will generate information on what types of interventions are most effective. It will explore the ways in which size, physical design, ethnic and socioeconomic composition, strength and structure of local labour markets, and access to physical and social infrastructure impact on household and community well-being. It will also analyse key economic sectors in each case study area and produce recommendations for the promotion of sustainable livelihoods. In addition, it will critically examine political and institutional factors affecting project design and delivery, including policy-making and coordination, consultative arrangements and the relationships between donors, various levels of government, NGOs and civil society.
The aim is to distil a set of 'best practices' for use by aid agencies and policy-makers in the ongoing rehabilitation of tsunami-affected communities and, more generally, in the design of future post-disaster interventions in developing countries. The outcome will be the development of strategies which strengthen responses to post-disaster resettlement needs.
